What's Wrong With the Current U.N.?
Lack of Authority

It is sometimes said that the UN is good at strongly-worded statements, and not much else. This is an exaggeration, perhaps, but there's an important truth in it. The UN can issue statements but has almost no power to enforce them.
Most decisions are non-binding, meaning countries can choose whether to follow them or not. Most treaties are not signed by all countries. There is a long history of nations making promises they don't keep. This has a corrosive effect on world affairs. Nations choose not to honor agreements because they don't trust other nations to honor theirs. This game has no referee, and no penalties for breaking the rules.
Why Is This a Problem?
This lack of enforcement authority stands in the way of solving our biggest global challenges:
Imagine you're playing a soccer game with no referees...
Players would quickly realize they could get away with fouls, handballs, dangerous tackles, and other violations. The game would break down as everyone started breaking rules to avoid being at a disadvantage. This is exactly what happens in international affairs—countries hesitate to "play fair" when others might cheat without consequences.
This is especially damaging in areas where countries compete economically or militarily:

Nuclear weapons
We need major powers to reduce or eliminate their stockpiles of nuclear weapons. But each country fears disarming if others might secretly keep their weapons. For the United States to disarm, it needs transparency to verify Russia or China are also disarming, plus meaningful penalties if those countries break agreements. Without enforcement, we remain stuck in a dangerous nuclear standoff.

Climate change
The Paris Climate Agreement represents countries' voluntary pledges to reduce their greenhouse gas emissions. But many countries miss their targets because there's no real consequence for failure. Why would a country restrict fossil fuel use by their companies and households, if other countries won't restrict theirs?

Pandemic prevention
During COVID-19, we saw how countries hoarded vaccines and protective equipment rather than distributing them based on public health needs. An empowered WHO could have coordinated a more effective global response with authority to direct resources where they were most needed.
Most of our existential threats are "collective action problems," where solving them requires everyone to act together. Without enforcement mechanisms, cooperation breaks down as nations prioritize short-term self-interest over long-term collective survival.
How Would a Reformed UN Solve This?
A redesigned UN would have real authority to enforce global agreements through several mechanisms:
Verification and inspection systems: Well-resourced inspectors and investigators with the authority to travel freely within any country to verify that global agreements are being followed. Think of international nuclear inspectors, but with broader authority and better funding across multiple issues.
Strengthened international courts: Enhanced court systems backed by a global police force. National politicians, corporations, or individuals who violate global rules could face meaningful consequences through established legal channels. This would prevent powerful actors from simply ignoring international law.
Coordinated economic sanctions: Develop a unified global sanctions system that all countries must participate in when sanctions are imposed. Today, when some countries impose sanctions, others often continue normal trade with the sanctioned country, creating "leaks" that undermine the impact. For example, if the US and Europe sanction a country for violating climate agreements, but China, India, and others continue trading with them, the sanctions have limited effect. A reformed UN would ensure all countries participate in sanctions against rule-breakers, making them truly feel the economic consequences of their actions.
International Peace Force: Create a Peace Force strong enough to manage arms races and prevent violence. This would involve negotiated disarmament between powerful nations, creating a global force that is stronger than any individual nation's military.
Balancing Authority with Accountability
Giving the UN greater authority raises legitimate concerns about how that power would be used. A reformed UN would include:

Democratic oversight through elected representatives to ensure enforcement powers are used fairly

Transparent decision-making visible to citizens worldwide

Clear limits on UN authority with checks and balances

Protection of core national sovereignty in domestic matters not affecting global survival
Nations already accept external authority in many areas—from trade agreements to aviation standards—because they gain more than they give up. Similarly, empowering the UN to enforce agreements on existential threats would make every country safer and more prosperous in the long run.
