EXISTENTIAL THREATS:
Pandemics
Primary Risks:
  • Enormous numbers of deaths

  • Shutdowns. Economic collapse.

  • Food system breakdown

  • Biotechnology/AI creation of pathogen more deadly than nature could create.

  • The Unknown

COVID-19 was a warmup for more pandemics to come. If nothing is done, future pandemics will be more frequent and far more deadly. A more severe pandemic that makes workers unable or unwilling to work could break supply chains for food and other essentials. Economic shocks would be severe. Large numbers of people would die or go hungry.

Our pandemic risk has been growing for years. International travel makes it easy for disease to spread globally. As habitat destruction forces animals closer to humans, it becomes easier for them to spread pathogens. Industrial meat production facilities are perfect breeding grounds for disease, which can cross over into humans. Pandemic pathogens are studied and manipulated in biosafety labs, which have had many documented leaks of viruses into the general public. The tools used to genetically engineer viruses are getting cheaper and easier to use, and could soon be available to terrorists or mass murderers.

Released accidentally or intentionally, an engineered pathogen could be more deadly and more contagious than anything Nature has created, ever.

The next pandemic could be far worse than COVID-19. A pathogen combining high transmissibility with high mortality could kill hundreds of millions of people and collapse global systems.

No individual country, acting alone, can prevent this threat.

Why Current Approaches Aren't Working

The COVID-19 pandemic exposed critical weaknesses in our global health systems:

  • No global authority with real power.
The World Health Organization can only make recommendations that countries are free to ignore, even during global emergencies.

  • Nationalist responses block cooperation.
During COVID-19, wealthy countries hoarded vaccines, protective equipment, and treatments rather than distributing them based on public health strategy.

  • Underfunded detection systems.
Pandemic surveillance is grossly underfunded and lacks transparency, allowing outbreaks to spread before they're detected.

  • Biosafety oversight gaps.
Regulation of high-risk biological research varies widely between countries, with inadequate international oversight and transparency.

  • Economic systems unprepared for disruption.
Our global supply chains and economies lack the resilience to withstand pandemic shocks, with insufficient systems to stabilize economies during necessary public health measures.

Promising Solutions a Redesigned United Nations Could Do:

1.  Strengthened World Health Organization

  • Give the WHO both the authority and capacity to coordinate global pandemic response, with binding powers during declared health emergencies.

  • Enable comprehensive global disease surveillance with rapid testing capabilities and mandatory reporting requirements.

  • Authorize WHO experts to freely investigate disease outbreaks wherever they occur, including research labs, wet markets, farms, and other potential sources.

  • Create an equitable system to distribute vaccines, treatments, and protective equipment based on public health strategy rather than wealth or political influence.

  • Implement and enforce safety standards for farms, live animal markets, and other potential sources of zoonotic disease transmission.

2.  Global Biosafety Regulation

  • Establish mandatory safety standards and inspections for all biomedical labs conducting research on potential pandemic pathogens.

  • Require transparent data sharing from all labs while protecting legitimate intellectual property.

  • Regulate access to synthetic biology equipment and techniques, limiting use to licensed professionals under strict safety protocols.

  • Create an international review board to evaluate high-risk biological research projects before they begin.

  • Implement a global detection system for unauthorized bioweapons development or dangerous gain-of-function research. Empower investigators to inspect any facility in the world.

3.  Pandemic-Resilient Supply Chains

  • Fund the development of more redundant and resilient global supply chains for essential goods like food, medicine, and critical components.

  • Stockpile reserves of critical supplies in several locations throughout the world.

  • Develop emergency production capacity that can be quickly activated during crises.

  • Have plans for maintaining essential services during pandemics, including trained emergency workers who can keep critical infrastructure functioning.

4.  Global Economic Stabilization

  • Create rapid financial relief mechanisms that can quickly deliver economic stimulus during pandemic lockdowns or disruptions. This not only protects the economy, but keeps people at home during an outbreak.

  • Instead of improvising in an emergency, have predetermined triggers and formulas for economic support, to prevent delays from political negotiations.

  • Establish protection programs for vulnerable populations to ensure basic needs are met during pandemic disruptions.

  • Coordinate trade policies to prevent export restrictions on essential goods during emergencies.

The above is just a sampling of what's possible with a stronger United Nations.

Germs cross borders, easily.

Public health systems should too.
